Should the US implement an Eco tariff.?

I have read the biggest expense in manufacturing in the US was due to regulations Harry Browne claimed the factories started disappearing after the creation of the EPA. If that is the case then the only way to be competitive would be to either repeal environmental regulations or pass an en Eco tariff which would promote environmental stewardship by placing a tariff that would equate to the difference in meeting our regulations VS those of other nations which are lower than ours. Companies would be exempt if they undergo an annual EPA inspection to show their factory meets US standards. The goal would not be designed to attack any particular perceived problem but to promote a common standard and to counter the current insanity where a politician will write new environmental laws with this left hand which would undermine the benefits of free trade while ratifying new free trade agreements with his right which undermine the benefits claimed for the environmental regulations- by simply moving the pollution.
