Why do I need to download saints row 2 if I have the CD?

I only have a certain amount of gigs I can use of broadband, and I can not use anymore, so I bought the CD version of saints row on PC and now it's asking me to download the whole entire game. It never explained this on the box that I had to download it, can some one please explain?
