How did Sean Payton get to decide what side to kickoff at the start of the Second half in the Super Bowl?

I was just watching America's Game 2009 New Orleans Saints and before they onside kicked it they showed the ref and Sean Payton talking about which side to kick from? I thought you couldn't do that? Somethings fishy here...
