Shouldn't all 50 states ratify an amendment to make it a US law? I'm thinking of the 16th Amendment and taxes?
Not all fifty states are required to ratify an Amendment in order to implement it as U.S. law. Shouldn't that be changed so that all 50 states are required to ratify Amendments to make it a US law?
